Stephen has worked mainly in local government since 1979, with a period working for Parkman Consulting Engineers between 1990 and 1996.  He also spent two periods of secondment to the Department of Transport in Manchester working for the Electrical Section.

His current role is Traffic Manager (since March 1 2006) involves managing the Street Works and Street Lighting Sections within Halton Borough Council.

Stephen has previously worked for Cheshire County Council, Flintshire County Council and Warrington Borough Council, working in the highway design and traffic sections, at various levels.
