TUE is a complete re-write of the technical manual, "Roads and Traffic in Urban Areas" (better known as RTUA or "the Brown Book" which was published in association with the Department of Transport).
RTUA proved to be a particularly useful source of information for practitioners involved in urban planning and development especially those in the fields of highway and traffic engineering, transportation and town planning. Since there have been radical changes in the way that transport is viewed TUE gives great emphasis upon ensuring that the potentially damaging effects of transport upon the environment are avoided or, at least, mitigated. One such change is the growing debate over sustainable development and the impacts that transport can have on the urban environment which has continued not only within the UK but in many other countries.
TUE is a "reference of first resort", providing a comprehensive guide to virtually every aspect of transport in urban areas. The volume is divided into six parts.
Part I (Issues, Responsibilities and Principles) provides an overview of the key issues, including the intrinsic importance of travel and transport.
Part II (Transportation Planning, Policy and Appraisal) describes the context for urban transport plans.
Part III, the largest part, deals with issues relating to traffic, safety and environmental management.
Part IV deals with the highway and traffic considerations for development.
In Part V the development and design of highways and other infrastructure schemes is considered in detail.
Finally, Part VI reports on variations applying to Northern Ireland, Scotland and Wales; and provides a general index to the whole volume. The 670-page volume was published by the IHT on 25 June 1997.
