The guidelines on "Developing Urban Transport Strategies" (DUTS) describe the processes of establishing urban transport strategies to assist those with the responsibility for developing transport strategies for urban areas. In order to develop an urban transport system in a way which best meets changing demands, a strategy is required. Such a framework provides the context into which the recommended improvements fit in an integrated and co-ordinated way.
Published in 1996, the Guidelines deal with all aspects of the subject including:
the components of transport strategies,
the requirements of the appraisal process,
the role of models in formulating plans,
the involvement of the public,
strategy implementation.
