Traffic Impact Assessments enable highway authorities and developers to assess whether any highway improvements are likely to be required as a result of new or modified developments, and, if so, the nature of those improvements.
These Guidelines, published in 1994, highlight two points of good practice. First, attention is drawn to the advisability of developers discussing their proposals with highway authorities at an early stage in order to determine whether a TIA is necessary and the scope of any TIA required. Secondly, the desirability of developers providing planning and highway authorities with the information set out in the Guidelines with, or prior to, the submission of their planning applications is reviewed. Thus these guidelines should help to improve the overall quality of planning decisions. Advice is given in the Guidelines on the size and scope of TIA, modal choice and trip attraction, trip distribution, traffic assignment, road safety and parking. The guidelines are applicable to different types and size of development: foodstore; superstore; shopping centre; retails parks; DIY stores; offices; business parks; warehouses and industry.
