Transport policy should be directed towards providing a safe travelling environment for all highway users. If further progress is to be made towards casualty reduction, the issue of road safety must be a high priority in the spending plans and policy initiatives of both central and local government. An annual DoT road safety report is necessary for practitioners as well as policy-makers, to evaluate progress and trend. Only regular monitoring can ensure that resources are appropriately targeted.
