These Guidelines, produced in partnership with the Freight
Transport Association, suggest ways to manage freight
distribution. Part I describes freight movement and its economic
benefits; the environmental consequences; and relevant
legislation. Part II covers the strategic movement of freight in
rural and urban areas and explains how policies can be used to
improve economic efficiency, and reduce adverse environmental
effects. The Guidelines conclude with a toolkit of measures that
have been proven to assist freight operations.
