The purpose of this paper is to address ways in which the use of primary aggregates within highway construction in the United Kingdom can be reduced. The existing situation is reviewed, the options available examined and recommendations made.
This paper does not include any new technical research but rather draws together existing information that has already been published or obtained from other sources.
