This position paper, the sixth in a series on current policy issues, explores techniques for controlling and optimising use of the highway network. Operational management must be considered together with the complementary areas of demand and information management, as all three are necessary to ensure efficient, effective and sustainable use of the network.
Contents include: Institutional issues, route strategies, urban traffic management and control (UTMC) techniques, incident detection and management, ramp metering, controlled motorways, strategic control, and in-vehicle information systems and reaches a number of conclusions for the future.
