Steve is a senior manager with Ringway and joined the company in October 05. He is currently acting as bid manager on the Birmingham Highways PFI for Birmingham Street Services (Operations) of which Ringway is a member company. He is based in an office adjacent to the Mailbox in Birmingham City Centre.
Steve has over 25 years experience in the highways industry. The majority of this has been managing maintenance works on the motorway and trunk road network. He spent 3 years as General Manager for the Carillion-URS joint venture managing the Highways Agency’s Area 8 Managing Agent Contractor (MAC) Contract. 10 years with Atkins preceded this where he started on the very first concrete repair contract on the Midland Links Viaducts and oversaw the introduction of cathodic protection systems.
Steve is a Fellow of the Institution and is the first contractor to take the Chair of the West Midlands Branch. He is keen that contractors have greater representation on the committee to reflect all sectors of the industry.
Steve is keen that the Institution is seen as a voice for the industry and should be the first point of call for comment on a wide range of issues. Improved communication to members is also high on his priorities for the year. Steve hopes the forthcoming programming programme of events will be of interest to a wide cross section of the membership. The programme will also see a raised profile and involvement for the young members group.
To relax, Steve enjoys hill walking and rambling and loves to get out of the city to the Welsh Mountains. He also has an interest in music and enjoys attending rock concerts.

Graeme is a Chartered Civil Engineer with over 25 years of experience in a wide range of disciplines, including national and international design, maintenance and management projects. Graeme worked for almost 20 years with Atkins in their transportation division working on traditional and DBFO highway projects. Before joining Mouchel Parkman, Graeme was the Managing Director of Dynatest UK, specialising in the supply, maintenance and operation of road condition survey equipment. As Divisional Director for Major Projects in Mouchel Parkman, his primary involvement is with business management of road schemes including Design Framework and ECI commissions for the UK Highways Agency and local authorities. As Head of Profession for Pavement Engineering and Management, he coordinates the company’s work in pavements and leads the teams formed for major bid and implementation commissions.

Richard is currently a Director of JMP, responsible for the Midlands Region. He has been responsible for a large number of traffic and transportation projects including substantial transportation studies and providing Expert Witness service at enquiries. In addition He has been responsible for design, contract administration and supervision of a wide range of civil engineering projects. Richard has worked in a wide range of Civil Engineering disciplines including highways, drainage, traffic/transportation, land regeneration and sewage projects. Richard has also worked in both Public and Private sectors, starting his career at Scunthorpe Borough Council.
Richard’s professional involvement began in the late 1970’s when he was Honorary Secretary to the North Lincolnshire Branch of the ICE. More recently he assisted on committee of the West Midlands Branch of the IHT culminating in him being elected Chairman for 2004/05.

Colin Whitehouse is a Senior Transport Planner with JMP Consulting, Birmingham. He has 17 years experience in both Traffic Engineering and Transport Planning. Colin has had detailed involvement in the design and implementation of major and minor highway schemes, traffic management studies, traffic calming, feasibility studies, transport studies, transport assessments and development plans. He also had responsibility for development control issues, presenting reports at Local Authority Committees, Local Hearings and providing evidence for public inquiries.
