Richard is the Director of Planning, Transportation and Estates with Cornwall County Council; a multi disciplined professional department with most of the Council's strategic and operational functions apart from Education and Social Services! A graduate of Southampton University, Richard has spent his career in Local Authorities specialising mostly in the design, construction and maintenance of bridges. After 13 years with Somerset County Council he joined Cornwall in 1989, becoming Chief Bridge Engineer in 1991. He broke away from bridges in 2000 when he was appointed Assistant County Surveyor with responsibility for Transportation and Waste Management and became Director in 2002. From 1994 to 2001, Richard was also the Project Manager on the award winning Tamar suspension bridge strengthening and widening project. A Chartered Civil Engineer since 1980, Richard has been a member of IHT since 1989 and became a Fellow in 2002. He is also a Fellow of ICE and IStructE. He has been a member of the South West Branch Committee since 2002.

Phil has been involved in the Road Construction and Highway Maintenance Industry since graduating in 1975.

For the first 14 years he worked in the Engineering Department of Devon County Council on Capital Road Schemes and other Civil Engineering projects as a project Quantity Surveyor.   This was followed by 6 years with Devon Highways, the Devon County Council DLO for Highway Maintenance Works as Chief Quantity Surveyor.   During this period he developed a Quality Management system to the standards required by ISO 9002 and was made responsible for the management of six inert waste tips as well as managing the Quantity Surveying function of the business.   In 1995 he transferred to South West Highways as Commercial Manager responsible for Quantity Surveying, Tip Management, Waste Initiatives and Quality Assurance.   In April 2000 he was appointed to the Senior Management Team as Business Manager with the additional responsibilities of Contracts Review and New Business.

Fiona is a Project Director with Hyder Consulting Ltd based at their Bristol office. She has been with Hyder since 1990 working mainly in their Transportation team on the design and construction phases of major highway projects. Prior to that she worked for several companies on a range of Highways and Building Structures projects. In 2000 she joined Hyder's Project Management team and has since be involved in the management of a variety of schemes. Much of the last three years has been spent on telecommunications infrastructure development, in particular the Public Safety Radio Communications Project. More recently ,however, she has become involved in highway improvement schemes in Cornwall. She has been on the South Western Branch Committee since 1992. Outside work Fiona is a keen cruising sailor and scuba diver.

Lee graduated from Cardiff University in 2002 following a five-year degree/diploma in City and Regional Planning with a transport planning/modelling specialised study element.   He joined the IHT in 2003 as an Associate Member and is now a member of the South West Branch Recruitment and Younger Members Sub-Committee.

Previously Lee has worked for Transport for London providing transport-related development control advice to the London Boroughs.   He also held a summer post with WS Atkins where he worked on area-wide transportation studies and route management strategies for the Highways Agency.

Lee is now a consultant working within the Transport Planning skill group of Halcrow in their Bristol office.   His practical experience and project-related interests include the use of analytic methods in highways and transportation studies and the application of traffic modelling and junction assessment techniques, including micro-simulation, PICADY, ARCADY, and LINSIG.
