Jane graduated from Bolton Institute in 2003 with an Honours degree in Civil Engineering and from the University of Salford in 2006 with a Masters degree in Transport Engineering and Planning.
She started her career as a trainee highways technician for Barrow Borough Council, before transferring to the private sector in 2001, joining Capita Symonds as a Traffic Engineer. |

Unlike his fellow committee members, David is not an engineer. However, what he does bring to the branch is over 30 years experience in the field of road safety education.
David started his career as a Chief Motorcycle Instructor for Buckinghamshire County Council and in 1983 took up the post, |

She later became Team Leader of the Traffic & Design section in the Barrow Local Practice, where she was responsible for local traffic management issues, traffic calming schemes, traffic regulation orders and road lighting design and maintenance.
Jane successfully completed her professional review this year and is currently working for Gifford as a Principal Engineer in their Manchester Environment, Development and Planning Department.

with Surrey County Council, of District Road Safety Officer for Woking. In 1990 he joined Cumbria County Council as Area Road Safety Officer for north Cumbria before being promoted to Senior Road Safety Officer for the county in 1996. David currently works for Capita Symonds which is responsible for the delivery of road safety education and training for and on behalf of Cumbria County Council and as part of the Cumbria Road Safety Partnership.
He holds a Diploma in Accident and Safety Management, is holder of two advanced driving qualifications - Institute of Advanced Motorists (IAM) and the Royal Society for the Prevention of Accidents (RoSPA). He is the Past Chairman of the Penrith branch of the IAM and has served on the committees of both the Carlisle IAM and RoSPA. He is a Fellow of the Institute of Road Safety Officers, and a member of the Association of Industrial Road Safety Officers and the IHT. David is an internationally recognised expert in the area of equestrian road safety and has the voluntary post of Regional Safety Representative (North) for the British Horse Society and sits on their national Safety Advisory Committee.

Graeme started his engineering career with the former Cleveland County Council as a Trainee Incorporated Engineer back in 1989. After completing formal training he went on to work in his home town for Hartlepool Borough Council in technician, clerk of works and engineering positions, principally dealing with new development and highways infrastructure.
In 2002, Graeme relocated to South Cumbria to work for Cumbria County Council as Assistant Area Engineer with responsibilities for Development Control and supporting the Area Committee’s Capital and Revenue Programme’s. In 2007, Graeme has now moved to the private sector and has taken a Team Leaders role in Highway Maintenance with Capita Symonds.

Ian is a well known and respected person in the field of highway construction and maintenance having spent in excess of 37 years working for Cumbria County Council. He recently took early retirement but could not bear to be away from highways activities and now works part-time for independent local contractor Cumbria Traffic Management as Head Office Manager. He has been on the Branch Committee for many years and has served as Chair, on two separate occasions, as well as being the IHT council delegate for the branch.

Andrew started his career in 1987 as a Technician Engineer with Fylde Borough Council. Since being employed by the Council he has been successful in graduating with an honours degree in Civil Engineering and, more recently, with an MSC in Transport Engineering and Planning from the University of Salford in 2006. |

He has been employed in the Technical Services Section of the Council for 20 years and is now employed as the Council’s Technical Services Manager. He has a wealth of experience in local authority municipal engineering activities having previously worked in the drainage, general engineering and capital design sections of the Council.
He now has responsibility for the Technical Services Team and the delivery of all the Council’s engineering services. These services include highways, traffic management, parking and DPE, capital projects, coastal defences, capital works programme, project management and regeneration schemes. |

Rob McLennan
Rob began his career with Cumbria County Council as a Graduate Assistant Engineer in 1983 and spent periods with North Yorkshire and Leicestershire County Councils before joining the private sector. He worked with Mouchel and BEAR Scotland on the Scottish Trunk Road network before joining Pell Frischmann as part of the Department’s Agent’s Site Representative team working on construction of the works associated with the A1 Darrington to Dishforth DBFO Project. In 2005, Rob moved back to the Northern Branch area taking the post of Operations Manager for Autolink Concessionaires on the M6 DBFO Project covering the A74(M) / M74 from the Scottish Border to Junction 12 of the M74. During his career, Rob has been involved in the ICE as a member of the AMG&S committee in the 1980s and the IHT as a member of the North of Scotland Branch committee between 2001 and 2003 |

David Graham
David developed through the ranks of Cumbria County Council starting his career as a Road Design Technician, then spent 5 years in Waste Management before returning to the Highways Direct labour Organisation initially as a Contract Engineer, then working through the ranks to General Manager. After 27 years with Cumbria County Council he transferred, together with his team of 360 employees, to Amey in 2005.
David has a wealth of experience in managing a multi disciplinary organisation including highways, lighting, grounds, fleet management and maintenance, laboratory testing and sign manufacturing. With Cumbria he was also responsible for management of a commercial port and a disabled workshop. He is now working on specialist projects for Amey in Cumbria.

John Slee (Ex Officio)
John is a chartered engineer with a strong Local Government background having worked for Cumbria County Council from 1978 to 2001. He spent over 10 years involved in Project Management of major road improvements within Cumbria followed by a number of management roles covering highways and property consultancy services and as lead officer of Eden Area Committee. He was instrument in assisting develop a very successful Local Authority Consultancy during the late 1990’s before transfer to the private sector in 2001. John is currently a Director of Capita Symonds with responsibility for all the services provided to Cumbria County Council (£15M/annum). |
