ROGER ELPHICK OBE, BSc (Hons), CEng, MICE, FIHT
HEAD OF HIGHWAY MANAGEMENT ENVIRONMENT DEPARTMENT
DURHAM COUNTY COUNCIL

Roger is currently responsible for the management of all traffic and transportation functions, road safety and development control, together with highway maintenance and street lighting throughout County Durham.  Since graduating from the University of Newcastle, his previous experience initially covered all aspects of the design and construction of an extensive range of highway and bridge works on County Roads, Trunk Roads and Motorways.  More recently he has developed an integrated package of measures to manage traffic in Durham City, including the introduction of the first Road Charging Scheme to be implemented in the UK in October 2002 and the development of three Park and Ride sites simultaneously.  He has also been responsible for formulating a successful Transport Innovation Fund bid to consider future demand management in Durham City.

He is a member of the UK Road Liaison Group and Chairman of the UK Lighting Board, both established by the Department for Transport.  As a member of the County Surveyors Society, he Chairs the National Street Lighting Group and Northern Soils and Materials Group as well as being a member of the Engineering Committee and is also actively involved in street works issues.  Within the Institution of Highways and Transportation he is involved nationally as Honorary Treasurer and as a member of the Network and Infrastructure Management Board and he has also been Chairman of the North Eastern Branch.  He was awarded the OBE in 2002 for services to highways and transportation.

Married to Sue, Roger lives in Durham City and has a son and a daughter who are both qualified Solicitors.  He enjoys playing tennis and walking and watching football at Newcastle United and cricket at the Riverside ground.
