David Hutchinson MSc BTech CEng FICE FCMI FIHT President 2005-2006
David is a true Yorkshireman, born in Leeds. He graduated in Civil Engineering at the University of Bradford in 1968 and obtained a MSc in Traffic Engineering & Planning in the following year.
David worked with Consultants and Contractors before joining Leeds City Council and then the former West Riding of Yorkshire County Council. From 1980-1985, he was Chief Engineer for transport policy and planning with West Yorkshire Metropolitan County Council, before moving to Dorset as Deputy County Surveyor in 1984. He became County Surveyor in 1985, responsible for all transportation, highways, and waste policy matters and was President of the CSS in 1996.
After leaving Dorset in 1998, David set up as an independent management consultant for a number of public and private sector clients. In this role, he advised Mouchel on the expansion of their local government out-sourcing. He has specialised in strategic policy and contractual issues for a wide range of public sector services, with a particular emphasis on the delivery of best value services.
Living near Sherborne in Dorset, David has been a member of the South Western Branch Committee since 1985 and has also served as Chair of the Branch. He has previously chaired the Member Services Board, Editorial Board and the Network Management Board. |
